A widowed American diplomat tries to reignite his romantic life while searching for a terrorist who murdered an American citizen.

Mark Pacer is a diplomat stationed at the American consulate in Montreal, Quebec, Canada, where an anarchist group may have murdered U.S. citizen, Bill Bancroft. The murder brings Mark into friendship with Bancroft's widow, Clair.
