Since the early 90's, special educational needs (SEN) have attracted the attention of international organizations and the first instruments aimed at equality among the beneficiaries of educational services have been dictated, but the achievements have been meager, especially in developing countries. As opposed to the linear or traditional models of special education, based on the establishment of differentiated educational processes between the regular and subnormal student population, the progressive models find their main support in educational integration. in Mexico, the problem of the atomization of educational integration policies and programs can be observed, which are usually concentrated in basic education, while there is still an almost absolute lack of actions at higher levels of education. The purpose of this research is to find adequate means and resources, exploring the possibilities offered by ICTs, to overcome such resistance in the case of upper secondary and higher education, where the subject has been relegated to the background.
