This nomination presents the results of a 36 month impact evaluation and mitigation framework that applies a participatory ADDIE model to align education policy, teacher empowerment, and curriculum innovation with SDG 4 targets. Positive impacts include: a 34.2% improvement in teacher TPACK scores, 27.3% gain in student literacy, 15% reduction in teacher turnover, 47.2% digital adoption in pilot schools, and delivery of solar powered satellite internet and smartboards to 33,182 3T schools. Negative impacts (e.g., persistent numeracy gaps, intermittent connectivity) are being addressed through a phased mitigation roadmap (2025-2030+).
