As part of its authority over sports-specifically regarding the management and construction of facilities that enable the practice and development of sports activities-the Tulle Urban Community (Tulle'Agglo) intends to lead, through its Culture, Sports, and leisure, to conduct a prospective study aimed at proposing a regional sports initiative whose primary objective is to support municipalities and the nonprofit sector while taking into account a number of key considerations. Local resistance is emerging in defense of the municipalization of sports (Honta, 2007), and the development of a regional sports initiative serves as a lens through which to analyze tensions not only between the intermunicipal body and individual municipalities but also among member municipalities themselves. Indeed, the functioning of intermunicipal cooperation relies primarily on the relationship between municipalities and the intermunicipal body. Given the stakes and the scope of authority, the field study aims to identify resistance to intermunicipal cooperation in sports (Haschar-Noé, 2011).
