The core of the manual is a bank of 500 design review questions organized into ten technical categories that mirror the typical scope of a data center HVAC design: cooling load and capacity planning, CRAC/CRAH selection, chilled water plant design, heat rejection, airflow management, piping, humidity control, controls and BMS, redundancy and fault tolerance, and commissioning/code compliance. Each question is written to be answerable as Yes, No, or Not Applicable, with space for reviewer comments, and can be used directly as a checklist during a review meeting or issued electronically for distributed review.
